Monroe's 16 adult communities and who approves the work
Monroe Township in Middlesex County issues the permit, but in most of Monroe it is not the first call. The township's own Senior Services Directory lists 16 active adult communities, each with its own management office and its own rules for exterior work, so a ramp, a rebuilt stoop or a wider front door goes to the association for written approval before the contractor orders anything. That matters most in the older attached communities: the median Rossmoor home dates from 1973 and the median Clearbrook home from 1977, and a ramp there usually crosses a shared walk or common ground. The newer detached communities, Regency, Encore and Renaissance at Monroe, behave more like an ordinary single-family lot, though their design rules still apply. Inside the unit, much of what people need is simpler than it sounds. Grab bars and a taller toilet on the same drain are ordinary maintenance under the state code, and we will say so rather than sell you more. A curbless shower that moves the drain is a plumbing permit with a licensed master plumber, and a platform lift goes to the State for plan review, because Monroe leaves elevator review to the State. If NJ FamilyCare is paying, note that its modification benefit excludes the public areas of an association community.

ACS 2020-2024 5-year estimates show most homes in Monroe's older adult communities are single-unit attached rather than detached: 73.8% of units in Clearbrook, 59.9% in Rossmoor and 55.3% in Concordia are single-unit attached. The newer communities are mostly detached, with Regency at Monroe, Encore at Monroe and Renaissance at Monroe all 100% single-unit detached. Median year built is 1973 in Rossmoor, 1977 in Clearbrook and 1985 in Concordia, against 2006 to 2013 in the newer communities.

The Census Bureau tabulates nine age-restricted communities inside Monroe Township, Middlesex County as census designated places: Rossmoor, Clearbrook, Concordia, Whittingham, The Ponds, Stonebridge, Regency at Monroe, Encore at Monroe and Renaissance at Monroe. ACS 2020-2024 5-year estimates put their combined population at 17,323, of whom 14,766 are 65 or older, about 76% of the township's 19,405 residents aged 65 and older. Median ages range from 72.7 in Renaissance at Monroe to 76.1 in Encore at Monroe.

The ACS 2020-2024 5-year estimates show about 3,794 of Monroe Township's civilian noninstitutionalized residents aged 65 and older (19.7%) report an ambulatory difficulty, serious difficulty walking or climbing stairs, and 11.2% report an independent living difficulty. The statewide figures are 19.1% and 12.7%.

The NJ Department of Human Services Division of Medical Assistance and Health Services Housing Supports Services Dictionary defines Residential Modifications and Remediation Services as physical adaptations to a member's private, primary residence required by the plan of care, including ramps and grab bars, widening of doorways and modifications of bathrooms. The service is limited to $15,000 lifetime, excludes modifications of general utility, excludes public areas of communities governed by a homeowner association, and requires the provider to be approved and credentialed by the member's managed care organization. For a home not owned by the member, the owner must approve in writing.
